1. In a saucepan, melt butter, add 2 tbsp. flour, mix together to form a paste.
2. Gradually add 1 ½ cups NESTLE CARNATION Evaporated Reduced Fat Milk, whisking constantly to prevent lumps from forming.
3. Add cheddar cheese, mozzarella, MAGGI Naturisimo and simmer for another 5 minutes. Add cooked elbows to sauce, remove from heat.
4. Place in the refrigerator to cool for 20 minutes.
5. In a mixing bowl, combine NESTLE CARNATION Evaporated Reduced Fat Milk and eggs. Place remaining flour and panko bread crumbs in separate bowls.
6. Using a 1 inch ice cream scoop or tablespoon-sized scoop, portion out and shape the balls, taking care to make them about 1-inch in diameter. Roll each ball in the flour, then dip in eggs and roll it through the breadcrumbs, place it on baking sheet greased with pan spray. Repeat until all the balls have been battered, placing about 10 balls per baking tray.
7. Bake for 10 minutes or until golden brown. Remove from the oven and serve immediately.
